ive had this problem before multiple times i just deleted my bin32 and L10 folder and did a file repair and it worked just fine after that ive also had a problem like this at a friends house but its reason was because of internet connection, he was on a laptop so we ended up hooking it up to the Ethernet cable and it worked just fine after that

When the launcher tries to download it, it simply stops and says it can't continue the entire process which is really stupid imo. Poor launcher design. Anyways, the files are all broken down into bits and pieces during the download process and then extracted into the proper folders in the client if things work properly. The download will continue from where it stopped and what was downloaded will not be lost. You might have to do it several times though.
